API Disable/Enable Command

is it possible to disable/enable the API via a command in a playlist? I have an API command being delivered by my network to my Local OnAir computer each hour to start an Overlay event that will cover a network announcement. From time to time I am airing a local program during that time and need to ignore the API command coming from the network. Being able to disable/enable the API within a playlist would be nice.
