I download a news mp3 every hour. It is set to download in the Scheduler. Is there a way to bump up the audio levels? Sometimes the audio level on the mp3 from the source is low.
 
Before the news set a Scheduler command 'eqpreset News'. In the FX section equalizer adjust the sound and save as 'News', after the news, set 'eqpreset Default'.

You can download news files to a specific folder, then use the automatic music library update feature (Tools menu in Music Library) to process those tracks, one of the processing options is Normalization, this will fix the level problem.

The event that runs makelibrary command to perform auto leveling should start some time after the event that performs downloading, to ensure the file is downloaded and saved - so you'll need two separate events, one multi-action event will not work in this case as download command is performed in the background, and next action (makelibrary) will run when the file is not downloaded yet.
 
You can also try usingin in DSP chain Junger Audio Level Magic plugin - to normalize sound any audio level to broadcast standards, and fit to Your regional regulator level requirements.
 
You can also set a SETTING >> Filetype, and set a label that adjusts the mp3 its set against
