It was changed since RadioBOSS 4.7, plugins are now located in the C:\Program files\RadioBOSS\plugins\ folder.
The change was because some plugins refused to work when the last folder name wasn't named "plugins".
VST plugins location is configurable: Settings->Plugins and FX->VST plugins folder.

I see that diacritics characters are incorrect there for some reason. But from the images I can't tell *why* they became corrupted, that's why I asked for details on this. We need to find a source of problem, and fix it. But you only show the result...
Maybe you created the playlist in some other program and the bug is there. Or you saved playlist in the .m3u format instead of the default .m3u8 - this will remove all umlauts, etc. (depending Regional/Language setting in Windows). Or you edited the playlist in the Notepad and saved it incorrectly... There are 1000 reasons why track path can become corrupted.

There are very few developers who would even care about a bug which is 1) experienced by a very few users and 2) can not be reproduced. Most will just close the issue with the "nothing to fix" resolution (or they may just leave the bug stay for years without any action regarding it). That's the truth, believe me.
RB is used by many people all over the world. If the bug like this existed as you say, there will be huge number of requests from people suffering from it (especially Japanese and Chinese users). But this doesn't happen.
So I'm trying to fix the bug and ask what did you do to meet this bug?
